What We’re Building
Our current focus includes the development of devices that use ultraviolet A & C therapy to treat corneal infections, as well as colorimetric pupillary light reflex (cPLR) tools for the early diagnosis of acute blindness. With a strong commitment to research and collaboration with veterinary professionals, we aim to bring accessible, effective, and science-driven solutions to specialists around the world.

TEAM BIO
Dr. Bactelius Turicea
Consultant
I was born and raised in the city of Bistrita, located in the heart of Transylvania, Romania. My journey in veterinary medicine began at the University of Veterinary Medicine in Cluj-Napoca, where I earned my DVM degree. During my studies, I completed an internship at the University of Veterinary Medicine in Toulouse, France, spending time in the ophthalmology department. That experience sparked a deep passion for ophthalmology and inspired me to move to Canada in 2015 to pursue my goal of becoming a veterinary ophthalmologist.
In 2020, I completed a small animal rotating internship at the Ontario Veterinary College in Guelph, Canada, followed by a specialty ophthalmology internship at the Animal Eye Center in Rocklin, California, in 2021. I then went on to complete a three-year Comparative Ophthalmology residency at Iowa State University.
Today, I work at Tampa Bay Veterinary Specialists in Florida and collaborate with the company as a consultant. My role allows me to contribute my experience in the treatment of corneal infections using UV-C therapy — an area of medicine I am deeply passionate about advancing.
Dr. Elena Hernandez-Merino, DVM, MPhil
Consultant
I obtained my degree in Veterinary Medicine in 2005, which marked the beginning of my journey into ophthalmic research. Shortly after, I joined the Instituto de Oftalmología Conde de Valenciana in Mexico City, where I conducted research in genetics applied to ophthalmology. This experience led me to pursue a Master’s degree in Medical Genetics of Ophthalmic Disease at the University of Cambridge in the United Kingdom.
After completing my Master’s, I continued my academic path with a Postdoctoral fellowship at Iowa State University, followed by additional research in ophthalmology at both Iowa State University and the University of Iowa. In 2013, I moved to New York to complete an ophthalmology internship at Long Island Veterinary Specialists. During this period, I also began working in Emergency Medicine, which expanded my clinical perspective and experience.
Today, I work as an Emergency Veterinarian in Los Angeles, where I continue to integrate my background in research and clinical ophthalmology to improve the care and outcomes of my patients.

I am an engineering and product leader with nearly 20 years of experience with a strong foundation in embedded systems, wireless technologies, and AI-driven solutions. Throughout my career, I have collaborated with customers all around the world but also with European and Romanian Space Agencies. I’ve deployed in the market products related to satellite communication systems and have led global teams in the automotive industry developing secure vehicle access and connectivity technologies.
I am the co-founder of an AI company focused on building and deploying applied AI products, and I serve as Vice President for Entrepreneurship at Biomentorhub, an NGO where I support innovation and venture creation at the intersection of technology and life sciences. I am driven by a strong belief that AI, when responsibly deployed, is a force of good, creating meaningful positive impact.
Within the OcuVet joint venture, I contribute AI strategy, product management, and execution capabilities. I see this partnership as a powerful opportunity to combine medical expertise with advanced technology to accelerate innovation in veterinary ophthalmology and improve clinical outcomes.
Andrei Bulzan
IT Engineer
2019 marks the year where I’ve shifted my attention to AI and Machine Learning. I was in my 3rd year at Politehnica University of Timișoara, and had just started exploring the idea of automatically extracting information from invoices using computer vision. This turned into a Diploma Project that I’ve defended the next year, in parallel with starting my industry trajectory in the AI domain. I finalized my Machine Learning master studies in 2022, when I began my ongoing PhD in the subdomain of Open World Object Detection.
In the 5 years that followed the 2019 project, I had acted in various AI roles in the autonomous driving domain, leadership ones in its second half – main goal always being that of endowing vehicles with sight. In parallel, I stayed close to university through teaching Artificial Intelligence and Data Mining laboratories and co-supervising students for their diploma / master’s projects at university.
Early 2025 is when my entrepreneurship journey began, in an attempt to bring the technologies I saw so much potential in to the wider world. This takes shape through various projects and exploits – public service / private ventures / and collaborations alike. Now, I want to use this expertise here for the warmer cause of ensuring our pets don’t ever lose sight of their owners.
